Maurits J.F. Lugard

Maurits J.F. Lugard is a partner in Sidley’s Brussels office where he leads the EU Life Sciences Regulatory team. Mr Lugard practices EU law and in particular regulatory law, with an emphasis on food, drugs, medical devices, cosmetics and biotechnology. He advises corporate clients and trade associations on life sciences regulatory issues under the EU and Member State legislation, including pharmacovigilance, clinical trials, marketing authorisations, advertising and promotional issues, the new EU Cosmetics Regulation, food safety and the application of the precautionary principle.
Mr Lugard also advises clients on a broad range of market access and product safety issues such as GMP compliance and product recall procedures, as well as on pharmaceutical regulatory and contractual issues, including distribution, supply, manufacturing, R&D and other cooperation agreements in Europe. In addition to EU life sciences regulatory issues, he also advises on EU regulatory issues involving chemicals and the environment, and is involved in FCPA cases.

Prior to entering private practice, Mr Lugard gained nine years of regulatory and legal experience at the European Commission. During a three-year term at the European Commission’s Legal Service, Mr Lugard advised on health and safety related trade barriers. In particular, he dealt with sanitary and phytosanitary (SPS) measures and technical barriers to trade (TBT). Mr Lugard was responsible for analysing draft legislation prepared by the Directorate-General for Environment and the Directorate-General for Health and Consumer Protection (DG Sanco), including amendments to the EU Cosmetics Directive. He was also the European Commission’s legal counsel on its Communication on the precautionary principle. Mr Lugard also spent six years at the European Commission’s Directorate-General for Enterprise.
